Experience
David Fulton is a director with the national transaction support services practice in the Great Lakes region. He has more than 20 years of experience in performing a variety of attest and consulting-related services in the banking and mortgage banking industries, including internal audit, due diligence, agreed upon procedures, SAS 70 and external audits. Fulton’s general consulting experience has included information technology, strategic planning, financial forecasting, Sarbanes Oxley, regulatory compliance, due diligence and risk management. 

Specific mortgage banking experience has included review and analysis of loan origination, underwriting, closing, post-closing, quality control, loan servicing, secondary marketing, and various technology and project improvement projects. Fulton has directed and executed work in information security services, secure e-commerce, system integration controls, business continuity management, Sarbanes-Oxley, IT audit and SAS 70.

Fulton’s additional experience includes:

  • Buy-side due diligence on the acquisition of various mortgage banking entities from $500 million to $23 billion of annual originations and a $30 billion loan services portfolio
  • Director of mortgage banking for the state of Illinois in which he coordinated the licensing and operation audits of over 800 mortgage banking entities
  • CFO of a large mortgage banking subsidiary of a financial institution for 5 years
  • 10 years as a part-time professor in the MBA programs for Northwestern University, DePaul University, Elmhurst College, Benedictine University and Dominican University
  • Speaker and trainer for various AICPA and mortgage banking industry forums
  • Led the internal audit review of hedging, derivatives, advances, financial markets compliance and consolidated obligations for a $85 billion bank — Federal Home Loan Bank of Chicago
  • Led the IT FDICIA audit review of 23 Midwest regional banks from $500 million to $18 billion in size
  • Participated in the conversion of a $20 billion mortgage originator to a $1 billion thrift, which included drafting all risk management, hedging, loan origination, loan servicing, and ALM policies and review of the secondary marketing operation
  • Participated in various Sarbanes-Oxley projects of financial institutions
  • Performed a detailed benchmarking and strategic review of mortgage lending and servicing operations for a $5 billion Midwest bank
  • Directed various due diligence projects of purchases of mortgage banking entities in which the entities were both independent mortgage banks and subsidiaries of banks and thrifts
  • Led the review of secondary marketing of two $20 billion residential loan originators
  • Led project for extensive strategic planning for the mortgage division of a $500 million Chicago-area commercial bank
  • Assisted a $2 billion bank holding company in evaluating its strategic options to enhance shareholder value
  • Performed operational reviews of the mortgage divisions of various banks
  • Developed an origination and servicing modeling tool for a $2.6 billion Midwest thrift
  • Executed shareholder value analysis and improvement projects for various financial service entities
  • Led the internal audit of the secondary and servicing functions of a $90 billion bank
  • Assisted a $500 million bank holding company in evaluating its strategic options to enhance shareholder value
  • Performed an operational and profit improvement review of all areas within the mortgage division of a $2 billion Chicago financial institution
  • Assisted a $5 billion Midwestern bank with a detailed benchmarking and strategic review of its mortgage lending and servicing operations
